The Spirit of the Game

    Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsbility for ensuring the spirit of fair play rests with the captains.

    Inportant reminderss from recent HECL meeting 15th Feb 2010

    Please familiarise your club members with the following items drawn from the recent committee meeting of 15th February 2010

    • Forthcoming Meetings with mandatory attendance
    Monday 29th March at Bishop's Stortford Football Club
    7:30pm Annual Captain's Meeting
    The Captain from each Team is expected to attend. The Chairman is allowed to deputise, but Clubs are requested to make every effort to ensure their Captain(s) attend.
    8pm Spring General Meeting
    At least one representative from each Club must attend. Match Balls, Handbooks etc must be collected on the evening.

    • Revised ECB Guideline relating to Young Players in Open Age Competitive Cricket
    Please ensure you note the revision to this guideline within paragraph 7 of the attached notes. The guideline will be published in full in the new handbook
    • Child Welfare Officer
    Please remember, as ratified at the AGM, we have a significantly enhanced Rule relating to CWO compliance. I have provided a copy of the rule below. At this moment, it is understood that the following Clubs have 'work to do' to ensure their compliance by the 1st May deadline: Abridge, Ardeley Walkern, Ashdon, Birchanger, Essendon, Harlow Town, Hatfield Heath, Roding Valley & Three Caps. Please contact Paul Elby for further details, or ideally with details of the information Paul requires.

    All Clubs must have at least one person who is an ECB qualified Child Welfare Officer (CWO), in all elements of a, b & c outlined below, at all times during the year. To be qualified, they must have and provide the HECL CWO hard copies of:
    a)A cleared ECB CRB ? note: CRB Number only required by the HECL CWO
    b)A Safeguarding & Protecting Children Certificate (or exemption note from the County Welfare Officer)
    c)A Time to Listen certificate
    The HECL will perform two official audits per year, one on the 1st May and another on 1st July, to review any Clubs that were not compliant on 1st May.
    Any Club that has not provided evidence of their compliance with a, b, and/or c above, must request an extension by writing to the HECL Secretary prior to 1st May. This request will be confirmed by the HECL Committee, and extended until the 1st July audit date.
    For any Club not compliant by 1st May, the following cumulative point deductions will apply to each team from that Club in the HECL. If a Club is not compliant by 1st July, further penalty points will be applied.
    The penalty points will be deducted from Week 1 or Week 10 results as applicable.

    If the Club have not requested an official extension in writing as detailed above, or is not compliant by 1st July, then the Club will be called to an interview by the HECL Committee at the earliest opportunity where any further fines, deductions or Club suspension (in the event of any suspension Rule 11c will apply) will be at the discretion of the HECL Committee and will reflect the severity of the failure to comply.
    It is not the duty of the HECL Committee to chase Clubs for their qualifications and details. If a Club complies with the regulations, but has failed to provide the information requested, all point deductions will be applied.


    • Division 4 League Representative
    To all Division 4 Clubs - we are still looking for a representative to serve on the League Management Committee. We cannot start the season with a vacancy and our deadline is actually mid March so the representative can be included in the handbook. Please contact me with any nominations.
    • Sponsorship Secretary
    We have a vacancy on the League Management Committee - anyone interested in fulfilling this role - again please let me know.
